EXECUTIVE SUMMARY The AAHCMSJV owns and operates in a facility that was built in 1956, located at 1857 Fulton St, Fresno, CA 93721. Through a Facility Condition Assessment (FCA) performed in January 2024, AAHCMSJV has identified several deferred maintenance needs in both the exterior and interior of the facility. To help ensure the continuation of AAHCMSJV as a valuable promotor of and advocate for African American history, culture, and art in the Fresno community, staff recommends Council approve the award of a $200,000 Grant award to AAHCMSJV for a two-year term to make critical deferred maintenance repairs and replacements to the facility. BACKGROUND As part of the Fiscal Year 2024 budget process, $200,000 in general funding was appropriated for a grant award to AAHCMSJV. Since its incorporation in 1989, the AAHCMSJV, a registered 501(c)(3) nonprofit corporation, has been an advocate for and promotor of African American history, cultural, and art in the Fresno community. AAHCMSJV's current facility, located at 1857 Fulton St. Fresno, CA, was constructed in 1956, per the property assessment. AAHCMSJV is the sole owner and occupier of this facility. AAHCMSJV retained a consulting firm to conduct a Facility Condition Assessment (FCA) of the facility. The FCA was conducted January 30, 2024 and identified several exterior and interior facility components in need of repair and/or replacement to secure the future of the facility. Based on the FCA recommendations, AAHCMSJV has identified exterior and interior facility improvements to be addressed with grant funding. Costs are based on the estimations provided in the FCA and are itemized below. Deferred Maintenance Repairs Estimated Cost 2a. Asphalt pavement - mill and overlay $ 61,600 2b. Asphalt pavement - seal coat, restripe and crack seal $10,240 2c. HVAC Repair $ 44,000 2d. Signage, fencing $ 5,280 2e. Exterior lighting (HID), Replace $4,440 2f. Exterior walls - repaint and recaulk $12,712 2g. Sewer Line Camera Inspection $2,000 2h. Insurance Policy Cost for 2 years (1 year = $1038) $2,076 2i. Contingency Cost (7.07%) $14,152 2j. Immediate Repairs $13,500 General Contractor $30,000 Total: $200,000 To ensure the successful completion of the project, AAHCMSJV plans to utilize a General Contractor to obtain cost quotes and oversee the improvements. AAHCMSJV requests 15% of the Grant award, or $30,000, up-front to cover the cost of the General Contractor. The remaining Grant award balance will be disbursed throughout the two-year grant term. This item has been reviewed and approved by Risk and the City Attorney's Office. ENVIRONMENTAL FINDINGS Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT The $200,000 Grant award is reflected in the Fiscal Year 2024 PARCS Budget. Funding for the grant comes from the General Fund. Attachment: Grant Agreement
