MOZIER, PE Director Public Works Department BY: KELLY YOST, PE, Construction Manager Capital Projects Department, Construction Management Division BRIAN KUJAWSKI, Chief Engineering Inspector Capital Projects Department, Construction Management Division SUBJECT ..Title Approve Contract Change Order No. 08 in the amount of $277,210 and an increase in contract time of forty (40) working days with Yarbs Grading and Paving, Inc. for the Veterans Boulevard North Extension Project, Project ID PW00923 (Council District 2) ..Body RECOMMENDATION Staff recommends that City Council approves Contract Change Order No. 08 in the amount of $277,210 and an increase in contract time of forty (40) working days with Yarbs Grading and Paving, Inc. for the Veterans Boulevard North Extension Project and authorize the Capital Projects Director or designee to execute the Contract Change Order on behalf of the City of Fresno. EXECUTIVE SUMMARY Staff recommends City Council approval of Contract Change Order No. 08 for the Veterans Boulevard North Extension Project to install six (6) new HDPE communication conduits underground from the Intelligent Transportation System (ITS) vault at Herndon and Polk Avenues to the ITS vault at Veterans Boulevard and Hayes Avenue in accordance with City of Fresno Standards and Specifications. This change is necessary as the contract plans and specifications called out for the contractor to use an existing conduit which was found to be unusable due to broken fiber conductors in the existing conduit and the inability to remove said fiber conductors. The installation of the new conduit bank will allow for the synchronization of the traffic signals on the Herndon Avenue corridor. In addition, to complete the installation of the fiber cable the Contractor will need to locate and repair a suspected blockage/decoupling in the conduit along Herndon Avenue between the ITS vaults at Riverside Drive and Golden State Boulevard. Contract Change Order No. 08 increases the contract amount by $277,210 and increases the contract time by forty (40) working days for the Veterans Boulevard North Extension Project. BACKGROUND The Veterans Boulevard North Extension Project scope of work includes, but is not limited to: A 6-lane divided super arterial roadway, curb & gutter, concrete median island, traffic signals, trail, streetlights, landscaping and irrigation and storm drain improvements. The roadway improvements extend Veterans Boulevard from Wathen Avenue to the Herndon Avenue and Polk Avenue intersection and have realigned eastbound Herndon Avenue to connect to Veterans Boulevard. All phases of the Veterans Boulevard Project are now substantially complete and are opened to traffic. On November 20, 2023, the City held a ribbon cutting ceremony to celebrate the completion of the final phases, which included the Veterans Boulevard Interchange Project and the Veterans Boulevard North Extension Project. On September 29, 2022, Council awarded a construction Contract in the amount of $7,085,420.50 to Yarbs Grading and Paving, Inc. to construct the new Veterans Boulevard 6-lane divided super arterial roadway. The Notice to Proceed was issued for a start date of December 19, 2022, with an original Contract Completion Date of October 3, 2023. There have been seven (7) Contract Change Orders approved to date totaling $98,827.94 resulting in a revised Contract Price of $7,184,248.44. There have also been twenty-one (21) weather days added to the Contract Time resulting in a revised Contract Completion Date of November 1, 2023. The project reached substantial completion on November 1, 2023 and therefore the contract work was completed on time. ENVIRONMENTAL FINDINGS On September 29, 2022, Council adopted a resolution confirming the finding within the Veterans Boulevard Project for the Veterans Boulevard North Extension Phase, as required by CEQA Guidelines 15091 and 15093. Based upon those findings, it has been determined that a subsequent EIR is not required for the Project. There have been no significant change to the project since the adoption of these findings. LOCAL PREFERENCE The local preference was not implemented based on funding requirements of the Federal and State grant requirements on the project. FISCAL IMPACT The Veterans Boulevard Project is located in Council District 2. The project will have no impact to the General Fund. The overall Veterans Boulevard Project is being funded through CHSRA funding, various types of Measure C funding, RTMF, State and Federal grant funds and City of Fresno Development Impact Fees. This phase of the project is funded with a combination of Local Measure C, Local Partnership Program, and Local Developer Impact Fee funding. All appropriations necessary for this Contract Change Order are included in the current fiscal year budget as adopted by Council. Attachment: Contract Change Order No. 08 Vicinity Map
