EXECUTIVE SUMMARY This funding was approved on June 17, 2025 as part of the Fiscal Year 2026 budget process and will support the Center's operational capacity. The BLACK Wellness and Prosperity Center plays a vital role in addressing health disparities and advancing equity for Fresno's Black community, particularly in maternal and child health. The proposed funding will enable the Center to continue delivering culturally responsive services and expand its impact across the region. BACKGROUND The BLACK Wellness and Prosperity Center (BWPC) is a Fresno-based nonprofit organization committed to improving health outcomes and advancing equity for Black residents in the Central Valley. Founded to address the persistent disparities in Black maternal and infant health, BWPC provides culturally affirming care, education, and advocacy to support the well-being of Black families. The Center focuses on improving Black maternal and child health outcomes, strengthening community infrastructure, and amplifying Black voices through sustained, community-driven efforts. Its work is rooted in the belief that long-term prosperity and well-being in the Black community require both direct services and systemic change. The $250,000 allocation from the City of Fresno's General Fund will support the Center's operational needs, including staffing, program delivery, and infrastructure development. This investment reflects the City's commitment to supporting community-based solutions that address systemic inequities and promote long-term health and prosperity for all residents. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable because funds were allocated to this organization through Budget motion and approved by Council.
