AutoZone Parts, Inc., of Fresno, California ..Body RECOMMENDATION Staff recommends Council approve the award of three Citywide Cooperative Purchase Agreements (Requirements Contracts) through January 10, 2029, with three optional one-year extensions for the purchase of general supplies, small tools, small equipment parts, and aftermarket vehicle parts in the total aggregate amount of $750,000 per year plus annual CPI increases for Genuine Parts Company dba NAPA Auto Parts, of Fresno, California; O'Reilly Auto Enterprises dba O'Reilly Auto Parts, of Fresno, California; and AutoZone Parts, Inc., of Fresno, California. EXECUTIVE SUMMARY The General Services Department, Purchasing Division, recommends establishing Cooperative Purchase Agreements (CPA) with NAPA Auto Parts, O'Reilly Auto Parts, and AutoZone Parts for the purchase of general shop supplies, small tools, small equipment parts, and aftermarket vehicle parts. These agreements will provide City departments with a cost-effective method to obtain essential operational items such as towels, oils and lubricants, wrenches, sockets, and other small tools or equipment parts. Departments such as Airports, FAX, Fire, Public Works, and Public Utilities routinely utilize these vendors to maintain their shops and field operations. In addition, the General Services Department's Fleet Management Division relies on these vendors to purchase aftermarket vehicle parts necessary to maintain and repair the City's vehicle and equipment fleet. By utilizing these cooperative contracts, GSD can efficiently source critical replacement parts and reduce vehicle downtime. The Cooperative Purchase Agreements will be authorized through two competitively solicited cooperative procurement processes administered by Sourcewell (a State of Minnesota local government agency). NAPA Auto Parts, O'Reilly Auto Parts, and AutoZone Parts were awarded contracts via Sourcewell RFP# 100124. All three vendors have multiple retail stores within the City of Fresno. BACKGROUND The General Services Department, Purchasing Division, is responsible for administering the citywide agreements for general supplies, small tools, small equipment parts, and aftermarket vehicle parts. Partnering with the local retailers of NAPA Auto Parts, O'Reilly Auto Parts, and AutoZone Parts through cooperative agreements, City departments will benefit by providing cost savings, product availability, consistent quality, and sustainable options. The three local vendors have a wide range of products and supplies that are essential for City departments. Cooperative Purchase Agreements will ensure that these products are readily available, reducing downtime and increasing productivity. NAPA Auto Parts, O'Reilly Auto Parts, and AutoZone Parts were awarded contracts via Sourcewell RFP# 100124. Utilizing cooperative agreements was determined to be the most cost-effective and overall best value for obtaining general supplies, small tools, small equipment parts, and aftermarket vehicle parts. The various local stores within the City of Fresno provide benefits to the City in terms of both employment and tax revenue. The Purchasing Division has approved the Cooperative Purchase Agreements and recommends Council approval. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable. The City is not issuing a request for proposals for these Cooperative Purchase Agreements; however, NAPA Auto Parts, O'Reilly Auto Parts, and AutoZone Parts maintain stores within the City of Fresno. FISCAL IMPACT The funding has been included in each departments' line-item budget as part of the FY2027 adopted budget to cover the cost of general supplies, small tools, small equipment parts, and aftermarket vehicle parts. Purchases utilizing these contracts cannot be fulfilled using federal funds if prohibited by the funding source.
