It is recommended that Council approve the following: 1) authorize the Purchasing Manager to enter into a Cooperative Purchase Agreement with Russ Bassett Corporation for the purchase and installation of console furniture and related accessories in an amount not to exceed $734,387.54 for use in the new 9-1-1 Call Center located at 1515 El Dorado St; 2) affirm the City Manager’s determination that AT&T is Uniquely Qualified to provide extended warranty support through March 5, 2027 for the 9-1-1 CPE Basic Turn-Key Stand-Alone System in the existing Police 9-1-1 Call Center and 3) and adopt the 26th Amendment to the Annual Appropriation Resolution No. 2026-159 appropriating $904,500 for both the console furniture and the extended warranty support for the 9-1-1 CPE Basic Turn-Key Stand-Alone System..
EXECUTIVE SUMMARY
Currently, the City of Fresno is constructing a new 9-1-1 Call Center to expand call-handling and radio operations. Due to the increased number of workstations and changes in the floor plan, new console furniture is required. The existing 9-1-1 Call Center at 2323 Mariposa Street will transition to a backup facility and must retain its current furniture to remain operational.
The State of California Office of Emergency Services (OES) has allocated funding to fully reimburse the City for the purchase and installation of the new consoles, related accessories and the extended warranty support for the 9-1-1 CPE Basic Turn-Key Stand-Alone System in the existing 9-1-1 Call Center.
The Purchasing Division has approved the use of a cooperative purchase agreement with Russ Bassett Corporation for the purchase and installation of console furniture and related accessories; and affirming AT&T Uniquely Qualified for support maintenance at the existing 9-1-1 Call Center. The cooperative purchase is authorized through a competitively solicited cooperative procurement process administered by the California Multiple Awards Schedule (CMAS).
BACKGROUND
The new 9-1-1 Call Center at 1515 El Dorado Street is designed to increase capacity for emergency call-taking and radio dispatch functions. The current center at 2323 Mariposa Street includes 24 call-taking positions, nine radio positions, and one supervisor position. The new facility will expand to 37 call-taking positions, 12 radio positions, and two supervisor positions. This expansion requires new console furniture that aligns with both the updated layout and the operational needs of the enhanced facility.
The existing center at 2323 Mariposa Street will function as the backup communications center once the new facility is operational, and its furniture must remain in place. OES has committed full reimbursement for the console purchase and installation costs.
The Fresno Police Department is seeking Council authorization for the purchase and installation of console furniture and related accessories at the new 9-1-1 Call Center located at 1515 El Dorado St. There is an existing California Multiple Awards Schedule purchase agreement for this purchase. In addition, we are seeking Council approval to affirm AT&T Uniquely Qualified to provide extended warranty support for the existing 9-1-1 CPE Basic Turn-Key Stand-Alone System located in the current Police Department Administration (Headquarters) building, located at 2323 Mariposa Mall.
The Purchasing Division has approved the use of a cooperative purchase agreement for this procurement and affirming AT&T as uniquely qualified to provide extended warranty support for the existing 911 Call Center.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because this is a cooperative purchase through CMAS.
FISCAL IMPACT
The purchase and installation of the console furniture and accessories; and AT&T support, will have zero fiscal impact on the FY27 General Fund budget, as the California State Office of Emergency Services (CalOES) will fully reimburse the City upon submission of the reimbursement claim form and proof of payment.
