RECOMMENDATION
Staff recommends that the Council adopt the 23rd Amendment to Annual Appropriation Resolution (AAR) No. 2026-159, approve a two-year grant agreement, and authorize the City Manager or designee to execute the grant agreement and all related documents on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Annual Appropriation Resolution will reappropriate $250,000 in a previously appropriated and unencumbered Fiscal Year (FY) 2026 Community Benefit Fund resources for the current grant agreement with the Fresno Economic Opportunities Commission Advance Peace that terms on October 31, 2026. This appropriation is needed to fully fund the third amendment approved by City Council on April 9, 2026.The AAR will also appropriate $650,000 from the General Fund consistent with FY27 Budget Motion no. 14 (reallocated from DAWN Initiative) which will be combined with an existing $300,000 appropriated in the FY27 Budget to enable a new two-year grant agreement for Advance Peace in an amount not to exceed $950,000.
BACKGROUND
The Advance Peace Program is a community violence intervention program administered by the Fresno Economic Opportunities Commission (Fresno EOC). Through its Neighborhood Change Agents, the program provides counseling, mentorship, and supportive services to individuals at elevated risk of involvement in gun violence. The PARCS Department administers grant agreements with Advance Peace on a reimbursement basis. This Council item is related to two grant agreements between the City of Fresno and Fresno EOC.
On June 26, 2024, the City of Fresno entered into a one-year Grant Agreement with FEOC to provide funding for the Advance Peace Program. The Grant Agreement was amended three times and remains in effect through October 31, 2026. The FY 2026 Adopted Budget included $250,000 for the program through Budget Motion No. 13 which was amended into the current grant agreement on April 9, 2026; however, the appropriation was not carried forward (encumbered) for the remainder of the agreement. The proposed amendment to the Annual Appropriation Resolution included with this item will make $250,000 available to reimburse eligible expenditures through October 31, 2026.
The City of Fresno FY 27 Adopted Budget included $300,000 from the Community Benefit Fund and $650,000 from the General Fund for Advance Peace for a new two-year grant agreement (budget Motion no.13). This item includes a Grant Agreement for a total amount not to exceed $950,000. The term of the new grant agreement will be from November 1, 2026 through October 31, 2028.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, these recommendations do not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
The organization recommended is located in the City of Fresno and services proposed will assist City of Fresno residents.
FISCAL IMPACT
This item will result in the appropriation of $900,000 into the PARCS Department’s FY27 budget; $250,000 from the Community Benefit Fund for the existing agreement and $650,000 from General Fund for the new agreement with the Advance Peace Program.
