RECOMMENDATIONS
Staff recommends the City Council: (1) Adopt Environmental Assessment No. PW01105, dated October 12, 2026, a determination that the proposed project qualifies for categorical exemption from review under the California Environmental Quality Act (CEQA) as set forth in CEQA Guidelines Sections 15301/Class 1 and 15302/Class 2; and (2) Award a Construction Contract in the amount of $810,808.00 to Power Design Electric, Inc., of Kingsburg, CA, for the Traffic Signal Left Turn Phasing Project at North Millbrook Avenue and East Alluvial Avenue (Bid File No. 12700398), and authorize the Capital Projects Director to sign the Construction Contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The proposed Traffic Signal Left Turn Phasing Project at North Millbrook Avenue and East Alluvial Avenue will enhance intersection safety for motorists, pedestrians, bicyclists, and nearby residents. The project will replace existing traffic signal poles and infrastructure, add protected left-turn phasing, install new signal poles, safety lighting, updated signal controllers, traffic signal loops, high-visibility crosswalks, and advanced stop bars, and provide infrastructure for the future expansion of Intelligent Transportation System (ITS) equipment. The project will also install curb ramps and accessible pedestrian signal (APS) push button equipment compliant with the Americans with Disabilities Act (ADA).
Project design was initiated in Fiscal Year 2025 using local funding and Measure C revenue. Following the expiration of Measure C authorization, design and construction are funded through local Senate Bill 1 (SB1) Road Maintenance and Rehabilitation revenue. There is no impact to the General Fund.
BACKGROUND
The design phase of this project was initiated in FY 2025 utilizing local funding and Measure C funds. Following the expiration of Measure C authorization, project design was completed using local funds and available SB1 Road Maintenance and Rehabilitation revenue. Construction will be funded from the same sources, with no impact to the General Fund. Engineering design, project management, and necessary right-of-way (ROW) acquisitions were performed by Capital Projects Department staff over a two-year period.
The project includes the replacement of existing traffic signal poles and appurtenances on all four corners of the North Millbrook Avenue and East Alluvial Avenue intersection. Key improvements include protected left-turn phasing for all intersection approaches; updated signal controller and traffic signal vehicle detection loops; safety lighting designed to avoid conflict with existing overhead electric lines; Americans with Disabilities Act (ADA) compliant curb ramps at all applicable corners; high-visibility crosswalks and advanced stop bars; accessible pedestrian signal (APS) push button equipment; and conduit and related infrastructure for future Intelligent Transportation System (ITS) equipment installation.
The intersection of Alluvial Avenue and Millbrook Avenue has appeared on the City of Fresno's Priority List for Warranted Left Turn Signals, prepared by the Traffic Operations and Planning Division of the Public Works Department, since at least 2015. During the reporting period of January 1, 2023, through January 1, 2026, seven (7) collisions were recorded at this intersection, including pedestrian versus vehicle, head-on, and broadside collision types, resulting in the highest priority ranking on the current list for implementation of left-turn phasing. By implementing protected left-turn phasing for all approaches, this project is expected to reduce vehicle conflict points, improve traffic operations, and enhance safety for all motorists and pedestrians at this location.
Traffic signal infrastructure, street lighting, and updated signal control equipment will support the safe movement of traffic serving the multiple schools, churches, and residential neighborhoods that rely on this intersection. Redemption Bible Church and the Church of Jesus Christ of Latter-Day Saints are immediately adjacent to the project site and will require construction coordination. Lincoln Elementary School is located approximately one-quarter mile west of the project and will also require coordination during construction. ADA-compliant pedestrian access will be maintained at the intersection throughout construction.
ROW acquisition was required at two corners on the west side of North Millbrook Avenue. At the northwest corner, ROW acquisition was necessary to perfect the City of Fresno's existing right-of-way. At the southwest corner, additional ROW was required to provide adequate width for installation of a city-standard ADA-compliant curb ramp. All required ROW has been fully acquired.
A Notice Inviting Bids was distributed to two (2) building exchanges and published on the Planet Bids website on August 18, 2026. Seven (7) sealed bid proposals were received and opened at a public bid opening on September 22, 2026, with bids ranging from $738,620 to $1,002,529. The lowest bid, submitted by C3 Electric, Inc. of Fresno, CA, in the amount of $738,620, was determined to be non-responsive by the Purchasing Department due to missing required documentation. Following application of Local Preference, the third-lowest bid, submitted by Power Design Electric, Inc., of Kingsburg, CA in the amount of $810,808, was determined to be the lowest responsive and responsible bid. Their bid is approximately 14% above the engineer’s estimate of $711,340. The bids will expire on November 25, 2026; if the bids are rejected or allowed to expire, the project must be rebid, resulting in an estimated delay of approximately 90 days and a likely cost increase.
Staff recommends the City Council (1) adopt Environmental Assessment No. PW01105, dated October 12, 2026, a determination that the proposed project qualifies for a categorical exemption from review under CEQA as set forth in CEQA Guidelines Section 15301/Class 1 and Section 15302/Class 2, (2) award a Construction Contract in the amount of $810,808 to Power Design Electric, Inc. of Kingsburg, CA for the Traffic Signal Left Turn Phasing Project at North Millbrook Avenue and East Alluvial Avenue (Bid File No.12700398) and authorize the Capital Projects Director to sign the Construction Contract on behalf of the City of Fresno.
The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.
The City Attorney’s office has reviewed and approved Environmental Assessment No. PW01105 as to form. No signature of the City Attorney is required for the standardized Construction Contract. The standardized Agreement document has not been modified and is certified by the Capital Projects Department as to form.
ENVIRONMENTAL FINDINGS
Staff conducted a preliminary environmental assessment of this project and determined that it qualifies for categorical exemption under CEQA, as follows:
Section 15301/Class 1 (Existing Facilities): This exemption applies to the repair and maintenance of existing facilities involving negligible or no expansion of an existing use. The intersection has existing public traffic signal poles and facilities that will be reconstructed with negligible or no expansion of use.
Section 15302/Class 2 (Replacement or Reconstruction): This exemption applies to the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity. The proposed improvements meet this standard.
None of the exceptions to categorical exemptions set forth in CEQA Guidelines Section 15300.2 apply to this project.
The City Attorney's Office has reviewed and approved Environmental Assessment No. PW01105 as to form. No signature of the City Attorney is required for the standardized Construction Contract. The standardized agreement document has not been modified and is certified by the Capital Projects Department as to form.
LOCAL PREFERENCE
Local Preference is applicable per the project specifications. After local preference was applied, Power Design Electric, Inc. was deemed the lowest responsive and responsible bidder. Power Design Electric, Inc. is local per FMC requirements.
FISCAL IMPACT
The Traffic Signal Left Turn Phasing Project at North Millbrook Avenue and East Alluvial Avenue is located in Council District 6. The overall project budget of $1,228,033 is fully funded by state SB1 Road Maintenance and Rehabilitation revenue.
