REPORT TO THE CITY COUNCIL FROM: BRIAN E. RUSSELL, Director Public Works Department BY: HARMANJIT S. DHALIWAL, PE, Assistant Director / City Engineer Public Works Department, Engineering Services & Special Projects Division JASON A. CAMIT, PLS, Chief Surveyor Public Works Department, Engineering Services & Special Projects Division SUBJECT ..Title RESOLUTION - Dedicating portions of City-owned property for public street purposes on East Ventura Street and East El Monte Way, west of South Eighth Street (Council District 5) ..Body RECOMMENDATION Staff recommends that Council adopt a resolution dedicating those portions of City-owned property for public street purposes to accommodate the construction of a public pedestrian sidewalk of 3754 East Ventura Street along the frontage of East Ventura Street and East El Monte Way for the new Affordable Housing Apartments. EXECUTIVE SUMMARY The public street easement at 3754 East Ventura Street along the frontage of East Ventura Street and East El Monte Way will accommodate a 12’ sidewalk pattern, 4-foot minimum path of travel behind the curb ramps, within the limits of this application. It will also consist of a concrete curb ramp per Public Works standards P-28, and P-32. The proposed street easement is described in Exhibit “A” and shown on “B” of the attached resolution. BACKGROUND Pursuant to the Notice of Voluntary Parcel Merger No. 2026-02, recorded as Document No. 2026-0040473 on April 23, 2026, the property line adjustments for the public pedestrian sidewalk on East Ventura Street and East El Monte Way have been perfected and conform to the provisions of Government Code Section 66499.20.3 and FMC Section 15-4203. The resulting parcel hereinafter shall be considered the lot of record. A dedication of those portions of City-owned parcel (APN: 470-052-02T) is required to allow the Developer to construct the new public sidewalk the frontage of East Ventura Street and East El Monte Way. Public Works staff has determined the required dedication area necessary for the construction of the public sidewalk to be 3754 East Ventura Street, as shown in the Resolution’s Exhibits “A” and “B”. Adopting the Resolution authorizes the Department of Public Works Director to complete the dedication process. The City Attorney’s Office has reviewed and approved the attached Resolution as to form. ENVIRONMENTAL FINDINGS A Categorical Exemption Environmental Assessment for Environmental Assessment P24-02130 (E202510000102) was filed with the Fresno County Clerk on April 28, 2025. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to the project. Furthermore, the proposed project is not expected to have a significant effect on the environment. LOCAL PREFERENCE Local preference does not apply because the dedication of a public street easement does not involve bidding or contracting. FISCAL IMPACT The public street easement is located in Council District 5 and does not have an impact on the City’s General Fund. All fees pertaining to the dedication have been paid by the Developer according to the Master Fee Schedule. Attachments: Resolution - Ventura Family Apartments Dedication Location Map Vicinity Map
