Consideration of an appeal regarding Conditional Use Permit Application No. C-16-025 and related Environmental Assessment No. C-16-025, filed by Richard Hedman, on behalf of Fresno Automotive Development, for property located on the southwest corner of North Blackstone and West Bullard Avenues in the City of Fresno. 1. ADOPT Environmental Assessment No. C-16-025, dated May 20, 2016, a determination that the proposed project is exempt from California Environmental Quality Act (CEQA) through a Class 1 Categorical Exemption. 2. DENY the appeal and UPHOLD the action of the Development and Resource Management Department Director approving Conditional Use Permit Application No. C-16-025 requesting authorization to demolish a 6,960 square-foot single story steel structure and construct a new building within the same footprint at two-stories in height with a total of 13,920 square feet subject to the following: a. Development shall take place in accordance with the Conditions of Approval, dated June 14, 2016 and the response to appeal dated September 2, 2016. - Bullard Community Plan - Council District 2 (Councilmember Brandau) - Staff Recommendation: Deny Appeal and Uphold Director Action - Staff Member: McKencie Contreras - May be considered by the City Council on appeal
