ANDERSEN, PE, Assistant Director Public Works Department - Capital Management Division DEBBIE BERNARD, Project Manager Public Works Department - Facilities Management Division SUBJECT ..Title Approve an agreement with CMI Contractors, Inc. of Fresno, CA for $87,110 with a contingency amount not to exceed $5,000 for the design of plans, cost estimates and general construction documents for the replacement of four air handlers at the Police Department Headquarters (PDHQ) project (Council District 3) ..Body RECOMMENDATION Staff recommends that Council approve an agreement with CMI Contractors, Inc. of Fresno, CA in the amount of $87,110 with a contingency amount not to exceed $5,000 for the design of plans, cost estimates and general construction documents for the replacement of four air handlers at PDHQ and authorize the Public Works Director or his designee to sign and execute the standard contract on behalf of the City of Fresno. EXECUTIVE SUMMARY The City of Fresno Police Department Headquarters was built in 1960 and the air handlers are original to the building. PDHQ has undergone several reconfigurations to accommodate staff since its original inception which has overburdened the current air handling system. The Consultant Agreement with CMI Contractors, Inc. is for the design of plans and general construction documents to replace the outdated air handlers at PDHQ. BACKGROUND The City of Fresno Police Department Headquarters was built in 1960 and currently has four (4) air handling units that have outlived their useful life expectancy and are in need of replacement. The units are currently run by pneumatic controls which need to be replaced with a digital control system. This Consultant Agreement with CMI Contractors, Inc. will allow the development of the construction plans and specifications to replace all four air handlers at PDHQ. In accordance with A.O. 6-19 Public Works distributed requests for Statements of Qualifications (SOQ's) to various firms dated April 20, 2016 and interviews were performed the week of June 20, 2016. To accomplish this need, the Public Works Department is requesting the approval of the agreement with CMI Contractors, Inc. and the authorization of the Public Works Director or his designee to sign and execute the standard contract on behalf of the City of Fresno. The agreement is for the design and preparation of plans and specifications for the replacement of four air handlers at PDHQ, for a total fee of $87,110 and a contingency amount not to exceed $5,000. The not to exceed contingency amount of $5,000 is for all reimbursable expenses such as printing, postage or delivery charges. ENVIRONMENTAL FINDINGS Design of plans and cost estimates is not a "project" pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378. LOCAL PREFERENCE The selected Consultant is a local business. FISCAL IMPACT The design of the replacement of four air handlers at PDHQ was approved in the adopted FY2017 budget for the Public Works Department, Facilities Management Division.
