Approve the Second Amendment to the Agreement with Kimley-Horn and Associates in the amount of $167,918 for additional design services during construction of the Blackstone/Kings Canyon BRT Project and extend time to complete the services fifteen months from the effective date of this second amendment from January 2017 through March 2018 2. Authorize the Director of Transportation, or designee, to sign all documents on behalf of the City of Fresno EXECUTIVE SUMMARY Staff recommends Council approve the second amendment to the agreement with Kimley-Horn and Associates for continued design services related to the construction of the Blackstone/Kings Canyon BRT corridors. The project is underway with construction completion scheduled for December 2017, with revenue service to begin in April 2018. The amendment would extend the current agreement with Kimley-Horn to provide ongoing design support, responding to requests for information (RFIs), preparing any needed design modifications, supporting systems testing/integration, and finalizing design documentation (as-builts). BACKGROUND Fresno Area Express (FAX) was awarded a Federal Transit Administration (FTA) Small Starts grant for the development and construction of the Blackstone/Kings Canyon BRT corridor. This project creates an express service that will operate at a frequency of 10-minute headways during peak periods and 15-minute headways during mid-day periods. The corridors will have fifty-two (52) state-of-the-art bus stations along the route, which will include shelters, ticket vending machines, real-time bus arrival displays, information kiosks, and other amenities. Kimley-Horn was selected as the project design consultant in 2012 Kimley-Horn's design documentation was utilized in the solicitation of construction bids, and Council approved a contract for construction to Teichert & Son, Inc. on January 28, 2016. Construction is underway and completion is currently scheduled for December 2017. This amendment is made necessary to provide additional design services to support the extended timeline of the project. The timeline was extended to accommodate value engineering activities prior to construction and delays in construction due to inclement weather. Throughout the remainder of the project Kimley-Horn will provide needed design support related to contractor requests for information (RFIs), design modifications, systems testing/integration, design documentation finalization, and project closeout activities. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this contract does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is inapplicable because federal funding will be used on the project. FISCAL IMPACT This project, including design and construction, is funded by a Federal Transit Administration grant. There is no impact to the General Fund. Attachment: Contract Amendment
