MORRISON, PE, Assistant Director Public Works Department TIM GROH, Project Manager Public Works Department, Capital Management Division SUBJECT ..Title Approve an agreement between Peters Engineering Group Inc., for $111,490 plus a contingency of $10,000 for design and preparation of construction documents for the Central Avenue and Orange Avenue Intersection Improvements project (Council District 3) ..Body RECOMMENDATION Staff recommends approval of an agreement with Peters Engineering Group Inc., for $111,490 plus a contingency of $10,000, for the design and preparation of construction documents and provision of construction management support for the Central Avenue and Orange Avenue Intersection Improvements project, and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno. EXECUTIVE SUMMARY On November 21, 2013, the Fresno City Council adopted a resolution supporting various grant applications to the Fresno Council of Governments (COG) 2013 Call for Projects, including a project to improve the intersection of Central Avenue and Orange Avenue. Staff recommends that the Council approve an agreement with Peters Engineering Group Inc., in the amount of $111,490, and a contingency amount not to exceed $10,000, for the design and preparation of construction documents and to provide construction support for the Central Avenue and Orange Avenue Intersection Improvements project and authorize the Public Works Director or designee to execute the standardized Agreement on behalf of the City of Fresno. BACKGROUND This project will widen and improve the intersection of Central Avenue and Orange Avenue. Improvements to the intersection will include signal modifications to the future signals that are expected to be installed by the Amazon development prior to the start of construction and also widen the existing box culvert over a Fresno Irrigation District canal. These improvements will be coordinated with the Amazon development. The intersection is currently a four way stop with no left or right turn pockets in all directions and creates bottlenecks along both Central Avenue and Orange Avenue. The area is experiencing heavy industrial growth and additional traffic control is needed. Through the Fresno COG Call for Projects, the City has obtained funding approval for the preliminary engineering and construction phases of the project. Federal Regional Surface Transportation Program (RSTP) Regional Bid funding will provide 88.53% of the total project direct costs. The remaining project direct costs for the local match will be provided by major street impact fees. Staff recommends approval of an agreement with Peters Engineering Group, Inc., for $111,490, and a contingency amount not to exceed $10,000 for the design and preparation of construction documents and construction support for the Central Avenue and Orange Avenue Intersection Improvements project and authorize the Public Works Director or designee to execute the standardized Agreement on behalf of the City of Fresno. City Attorney has reviewed and approved as to form the consultant agreement. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because of conditions of the Federal Regional Surface Transportation Program Grant. FISCAL IMPACT The project will not impact the General Fund.
