RUDD, Interim Director/Assistant Director Department of Transportation BY: JIM SCHAAD, Assistant Director Department of Transportation TIM OLDAY, Fleet Manager Department of Transportation, Fleet Management/Public Safety SUBJECT ..Title Award a cooperative purchase agreement in the amount of $757,444.60 to Stommel, Inc., dba Lehr Auto Electric, to purchase hardware packages for 55 Police Department patrol SUVs ..Body RECOMMENDATION Staff recommends Council award a cooperative purchase agreement in the amount of $757,444.60 to Stommel, Inc., dba Lehr Auto Electric, for the purchase of 55 sets of hardware packages to up-fit 55 Police Department (Department) patrol SUVs. EXECUTIVE SUMMARY Council recently approved a three-year contract to purchase police patrol SUVs for the Department. The Department is ordering 55 units to replace 50 vehicles that have reached the end of their useful lives, and add 5 units dedicated to FAX policing. Each SUV requires additional hardware to make the SUV operational for law enforcement. The hardware package includes push bumpers, gun locks, prisoner transport seats, cages, and other safety equipment. The Department is requesting approval to purchase this hardware via a cooperative purchase agreement, utilizing a Placer County Sheriff Department competitive bid. BACKGROUND The Department requires 55 hardware packages to up-fit SUVs for law enforcement purposes within the City of Fresno. The hardware package consists of a rear seat prisoner partition, window barriers, communication consoles, emergency lighting, and all other equipment necessary for law enforcement duties. In an effort to place the 5 new additional FAX police vehicles in service at the same time Bus Rapid Transit service is launched, staff is requesting approval of a cooperative purchase agreement based on a competitive bid awarded from Placer County Sheriff to Stommel, Inc., dba Lehr Auto Electric. If the request is rejected, the formal bid process will result in a delay of approximately sixty days. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a "project." LOCAL PREFERENCE Local preference does not apply as this is a cooperative purchase agreement. FISCAL IMPACT The City of Fresno has completed a Master Equipment Lease Purchase Agreement (MELPA) that will be used to finance these hardware packages for the police patrol SUVs. The MELPA allows the City to expedite financing of certain equipment that is approved for purchase and financing where competitive procurement, budgeting, and appropriation requirements are completed. The appropriations for FY18 lease payments on this equipment have been approved in the FY18 budget.
