Authorize the Chief of Police to accept $25,000 in grant funding for the SORNA grant awarded to the Fresno Police Department by the California Department of Justice. 2. ***RESOLUTION - 40th amendment to the Annual Appropriation Resolution No. 2016-118 appropriating $25,000 for the 2016 SORNA grant into the FY 2017 budget. 3. Authorize the Chief of Police to execute the agreement and all related documents applicable to 2016 SORNA grant ..Body RECOMMENDATION It is recommended the City Council authorize the Chief of Police to accept the SORNA grant award of $25,000 from the California Department of Justice, adopt Annual Appropriation Resolution No. 2016-118 appropriating $25,000 for the 2016 Sex Offender Registration and Notification Act into the FY 2017 budget, and authorize the Chief of Police to execute the agreement and all related documents applicable to the SORNA Grant. EXECUTIVE SUMMARY The California Department of Justice has awarded $25,000 in grant funding to the Fresno Police Department to provide equipment and training for the PC 290 Unit to enhance their capabilities to register and track convicted sex offenders. The grant period will begin on January 24, 2017 and conclude on May 15, 2017. BACKGROUND The Sex Offender Registration and Notification Act (SORNA) grant is funded from the United States Department of Justice (DOJ) through the California Department of Justice Sex Offender Registry Office. This grant was designed to augment current Sex Registrant programs within cities in California. Funding for the City of Fresno Police Department was awarded the amount of $25,000 for our existing program and must be expended by May 15, 2017. The Fresno Police Department will utilize this funding for equipment and training to assist in supervising the approximate 1,765 registrants that currently reside within the City of Fresno. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference was not considered because this does not include a bid or award of a construction or service contract. FISCAL IMPACT There is no fiscal impact to the General Fund as all purchases placed under this grant will be reimbursed by the California Department of Justice.
