BILL (for introduction) - Amending Section 4-107 of the Fresno Municipal Code relating to City Manager's contracting authority.

RECOMMENDATION
The Administration recommends the Council approve the amendment of Section 4-107(b) of the Municipal Code expanding the City Manager's authority to enter into contracts less than or equal to $50,000.
EXECUTIVE SUMMARY
Currently, the City Manager is authorized to enter into service contracts for which an appropriation has been made involving an expenditure of City money less than or equal to $50,000. The proposed change to the ordinance would authorize the City Manager to additionally enter into contracts where the City is receiving funds from another party of less than or equal to $50,000, and contracts where no money is to be exchanged but the liability exposure is less than or equal to $50,000.
ENVIRONMENTAL FINDINGS
This is not a project for the purpose of CEQA.
LOCAL PREFERENCE
Local preference is not applicable to this proposed ordinance change.
FISCAL IMPACT
This ordinance will have no impact on the General Fund.
