REPORT TO THE CITY COUNCIL March 16, 2017 FROM: THOMAS C. ESQUEDA, Director Department of Public Utilities THROUGH: BRIAN S. SPINDOR, PE, Assistant Director Department of Public Utilities - Water/Wastewater Management Divisions BY: JACK FRENCH, Wastewater Treatment Maintenance Supervisor Department of Public Utilities - Wastewater Management Division SUBJECT ..Title Approve a three-year service contract for $193,889.16 to Commercial Cleaning Systems for Janitorial operations at the Fresno Clovis Regional Wastewater Reclamation Facility (Bid File 9375) ..Body RECOMMENDATION Staff recommends that the City Council award a three-year Janitorial Services Contract to Commercial Cleaning Systems for $193,889.16 for operations at the Fresno Clovis Regional Wastewater Reclamation Facility and authorize the Director of Public Utilities, or designee, to sign the contract on behalf of the City. EXECUTIVE SUMMARY The Department of Public Utilities, Wastewater Management Division is seeking janitorial services for the Fresno Clovis Regional Wastewater Reclamation Facility (Facility). Five bids were received and reviewed by the Evaluation Committee. The bid by Commercial Cleaning Systems, in the amount of $64,629.72 per year, was found to offer the best value to the City. BACKGROUND The Facility is a 24-hours per day, 7 days per week operation reclaiming wastewater for beneficial use for the City of Fresno and the surrounding areas. There are about 185 employees at this location requiring the offices, cubicles, lunch rooms, work stations and restrooms to be cleaned and maintained on a regular schedule. The total area to be cleaned is approximately 68,200 square feet. The advertisement date of this project in a Business Journal was June 14, 2016. There were 21 sets of specifications sent to prospective bidders and the Facility received five proposals. Proposals were opened November 8, 2016, and expired within 120 days of opening on March 8, 2017. An extension has been granted by Purchasing to March 24, 2017. The current vendor performing this duty is working a month-to-month schedule. The contract that they were a part of has expired. We have requested this company continue to honor the previous contract conditions under a month-to-month service until we have a new contract in place. ENVIRONMENTAL FINDING This agreement does not meet the definition of a project under the California Environmental Quality Act (CEQA). LOCAL PREFERENCE Local preference was not implemented; however, Commercial Cleaning Systems is a local business. FISCAL IMPACT Approving this contract of services has no impact on the General Fund. Appropriations for this contract are included in the FY 2017 Wastewater Division's Operating Budget. Attachments: Bid Evaluation and Fiscal Impact Statement Evaluation Committee Report
