Approve first amendment to the agreement with Lexipol, LLC., extending the term of the agreement by one year, and increasing the total contract dollar amount to $110,000. 2. Authorize the Chief of Police or designee to execute all documents related to this contract. ..Body RECOMMENDATIONS Staff recommends City Council approve the first amendment to an agreement with Lexipol, LLC., for law enforcement policy manual and updates, thereby extending the agreement period for a one year period, and to authorize the Chief of Police or designee to execute all related documents. The term of the proposed amended agreement is from July 1, 2017, through June 30, 2018. EXECUTIVE SUMMARY On December 1, 2005, the City executed an agreement with Lexipol, LLC., to provide law enforcement policy manual and updates. The agreement amount, $46,500, was below the limit established for Council approval. On July 1, 2011, the First Addendum extended the contract for three years with an annual cost of $8,500 per year. On July 1, 2014, the Second Addendum extended the contract for three years with an annual cost of $8,500 per year. The Fresno Police Department and Lexipol now seek to extend the agreement for an additional year under the same terms and conditions. The additional year would bring the total amount over the life of the contract to $110,000. BACKGROUND In 2005, the Fresno Police Department entered into a contract with Lexipol to develop policy and procedure manuals for the Department. Lexipol, LLC., provides comprehensive, defensible policies written by legal and public safety professionals. The policies are based on federal and state statutes, case law, and law enforcement best practices. The policies are specifically developed for law enforcement agencies in California. The Fresno Police Department utilizes the Lexipol policies in developing Department policies and procedures. ENVIRONMENTAL FINDINGS This contract amendment not a "project" for the purposes of CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference does not apply as this is an amendment of an existing agreement. FISCAL IMPACT Funding for these services will come from the City of Fresno's General Fund for FY 18 totaling $12,500.
