REPORT TO THE CITY COUNCIL September 26, 2019 FROM: BRYON HORN, Chief Information Officer Information Services Department SUBJECT ..Title Approve a Service Agreement with Granicus, Inc., for the 2019-2020 annual subscription renewal for software suites and services in the amount of $80,857.85 ..Body RECOMMENDATION Staff recommends Council authorize the Chief Information Officer to enter into a one-year Service Agreement (Agreement) between the City of Fresno (City) and Granicus, Inc., (Granicus) for the annual subscription renewal for software suites and services in the amount of $80,857.85. EXECUTIVE SUMMARY On August 16, 2013, City entered into a Service Agreement with Granicus for software and services in the amount of $46,660.00. Multiple amendments have been executed since 2013 adding additional products and services. In order to combine and true-up the original Service Agreement and past amendments, City entered into a new Agreement with Granicus encompassing all past and current products, services and software suites into one annual renewal subscription fee. City now desires to renew the annual subscription for the 2019-2020 term. BACKGROUND On August 16, 2013, City entered into a Service Agreement with Granicus for software and services for a one-time amount of $28,900, in addition to $1,480 per month, for a total annual subscription fee of $46,660.00 (see Attachment A). On September 12, 2017, City and Granicus entered into the First Amendment to the Service Agreement to add certain additional products and services bringing the annual subscription fee to $47,422.80 (see Attachment B). On March 30, 2018, City and Granicus entered into the Second Amendment to the Service Agreement for additional products and services for a one-time fee of $8,475 and an additional amount of $8,400 per year, and also extending the Agreement to October 31, 2018 (see Attachment C). On September 27, 2018, Council approved a Resolution Amending Council Rules of Procedures and the Third Amendment to the Service Agreement for additional products and services for a one-time fee of $4,500 and an additional amount of $31,200 per year (see Attachment D). In order to encompass all past and current Third Amendment(s), on November 18, 2019, City entered into a one-year Service Agreement with Granicus for the annual subscription renewal for all software and services, and the current one-time fee as noted in Granicus Proposal for the City of Fresno (Attachment E). To continue our use of the Granicus products, City desires to enter into the attached one-year subscription renewal Service Agreement (Attachment F). ENVIRONMENTAL FINDINGS The approval of this Agreement is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because this is renewal of existing services. FISCAL IMPACT Funding for this item is appropriated in the Fiscal Year 2020 Budget.
