REPORT TO THE CITY OF FRESNO YOUTH COMMISSION June 14, 2019 FROM: Jose Espinoza, Program Coordinator Youth Leadership Institute BY: Marco Martinez, Senior Deputy City Clerk City Clerk's Office SUBJECT ..Title Discussion and actions pertaining to California Senate Bill (SB) 58, which would allow California bars to serve alcohol until 4 A.M. ..Body RECOMMENDATION It is recommended that the Youth Commission discuss and take action in regards to SB 58. EXECUTIVE SUMMARY N/A BACKGROUND SB 58 was re-introduced to the California Senate by State Senator Scott Wiener (D-San Francisco) and will be heard on May 16, 2019. SB 58 would extend the alcohol dispensing timeframe from 2 A.M. until 4 A.M. At the May 17, 2019 Fresno Youth Commission meeting, Youth Leadership Institute (YLI) Program Assistant Truong "Rich" Nguyen provided a summary in regards to the bill and urged the Commission to take action against SB 58. The Commission did not take a stance on the bill, and requested YLI to return with a presentation that clarified the bill. At the June 7, 2019 Fresno Youth Commission meeting, youth from the organization Friday Night Live (FNL) gave a presentation and overview in regards to their opposition to SB 58. YLI Associate Director Cynthia Rocha Sapien also cited statistic demonstrating that other cities that had adopted extending serving times for alcohol gained economically, but suffered socially, as driving under the influence incidents increased as well. FNL and Associate Director Rocha Sapien requested that the Fresno Youth Commission petition the City Council to oppose SB 58. The Fresno Youth Commission voted unanimously to work with FNL to craft a proposal in opposition of SB 58. ENVIRONMENTAL FINDINGS N/A LOCAL PREFERENCE N/A FISCAL IMPACT N/A
