SPEES, Director, Strategic Initiatives Office of the Mayor & City Manager SUBJECT ..Title Approve Agreement with Kingsview Corporation in the amount of $671,947 for homeless outreach and assessment services ..Body RECOMMENDATION Recommend Council approve Agreement for Contract Services between the City of Fresno (City) and Kingsview Corporation, a California Corporation (Contractor) for homeless outreach and assessment services under the Homeless Emergency Aid Program (HEAP) in the amount of $671,947 effective August 1, 2019 through January 31, 2021. EXECUTIVE SUMMARY The City is seeking to award a contract for homeless outreach services in conjunction with the City's five HEAP Homeless Services Contracts and in coordination with the community's homeless services provider network. One qualified contracting organization responded to the RFP and was evaluated by a qualified panel. Based on this RFP process, staff recommends Kingsview Corporation for a two-year agreement in the amount of $671,947. BACKGROUND On March 14, 2019, City Council approved a Revised Spending Plan for City HEAP funds in the amount of $3,105,519, awarded by the State of California Coordinating and Financing Council to the City of Fresno December 20, 2018. This spending plan (see Attachment A) includes funding for five (5) homeless services projects, among them this contract for Homeless Outreach and Assessment Services. Responsibilities of the HEAP Homeless Outreach and Assessment Services Contractor will include: 1.) Working with the Fresno Police Department's Homeless Task Force, the Coordinated Entry System, and homeless service providers network in resolving encampments and effectively engaging and stabilizing the most vulnerable and at-risk homeless individuals to help prevent the harmful effects of homelessness; 2.) Connecting homeless individuals and families with services that may include screening, assessment, crisis intervention, community referrals and linkages to the new Triage Centers, and short-term/brief case management; 3.) Community outreach, engagement, education and prevention to those potentially in need of services for mental illness and/or co-occurring substance use disorders; 4.) Assisting with providing transportation services, diversion services, and housing placement when appropriate. This contract was put out to bid as required by the City's procurement process, providing potential contractors the opportunity to present proposals. One proposal was received. A Selection Committee was created, comprised of representatives from the Fresno Police Department; the Fresno/Madera Continuum of Care; the Community Action Partnership of Madera County; Mayor's Office; City Manager's Office; and the City's Finance Department/Purchasing Unit, which met to discuss and review the proposals of both candidates on Thursday, June 6, 2019 at 2:30 pm. The committee members evaluated the proposers on the ability to meet the stated service requirements, cost associated with providing services, past performance and experience, conformance to the terms and conditions of the RFP, and other related information provided by proposers. The Committee chose Kingsview Corporation as the vendor presenting the best value with the most experienced and qualified team. City Attorney has reviewed and approved Exhibits A and B (see attached). ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because of state funding. FISCAL IMPACT There is no increase in net City cost associated with the recommended action. There is no matching contribution requirement for these funds. Funds will be available for homeless services through June 30, 2021.
