- The above minutes were approved by unanimous vote of the Parks, Recreation, and Arts Commission during the March 17, 2025, regular meeting with Commissioner Barraza, and Commissioner Miller absent.
- The Parks, Recreation and Arts Commission (PRAC) met in regular session in the Council Chamber at Fresno City Hall on the date and time above written.
- PUBLIC PARTICIPATION – Public participation during Commission meetings is always encouraged and can occur in one of the two following ways:
- 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721
- a) To speak during a Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Commission Chair’s call for public comment.

- Meeting & participation information
  a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen.

  All public speakers will have up to 3 minutes to address the Commission pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Commission review unless submitted to the City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods:
- 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting. Submitted comments are limited to 1440 characters and will be a part of the official record.

  Should any of the five viewing methods listed above experience technical difficulties, the Commission meeting will continue uninterrupted. Commission meetings will only be paused to address verifiable technical difficulties for all users participating via Zoom or in the Council Chamber. The City of Fresno’s goal is to comply with the Americans with Disabilities Act (ADA). Anyone requiring reasonable ADA accommodations, including sign language interpreters, or other reasonable accommodations such as language translation, should contact the office of the City Clerk at (559) 621-7650 or clerk@fresno.gov. To help ensure availability of these services, you are advised to make your request a minimum of three business days prior to the scheduled meeting.

Members of the public may comment in person at the address above or by phone at (559) 621-7777. To request an interpreter or accessibility accommodation, call (559) 621-7650 at least three business days before the meeting.

Attend at the location listed on the agenda. A speaker card is available at the entrance — submit it to the Clerk before your item is called. Each speaker is generally allotted up to three minutes.
Online via Zoom or by phone
Watch the live stream from any meeting page. To comment remotely, join the Zoom web-conference link posted with the agenda and use “Raise Hand” to be called on when your item comes up. If you can’t use Zoom, you can also call (559) 621-7777 and enter the meeting ID. Lines open 15 minutes before the meeting.

Submit a comment on a specific agenda item online through eComment. Open the meeting from the calendar, then use the eComment link in the meeting details to register your position and remarks on each item. eComment opens once the agenda is published and closes shortly before the meeting.

Email cityclerk@fresno.gov with the meeting date and item number by 5:00 p.m. the day before the meeting. Comments received are distributed to members and entered into the record.
Accommodations & language access
Under California SB 707, agendas and participation instructions are published in every applicable language for the meeting, and free interpretation is provided at the meeting on request. Applicable languages currently include Spanish, Hmong, and Punjabi. Real-time captions are available in English and Spanish during the meeting through Wordly, and American Sign Language (ASL) interpretation is provided live on the Zoom feed. For CART captioning, interpretation in another language, or other disability accommodations, contact the City Clerk at least three business days before the meeting.

Meeting disruption policy

Meetings are conducted so everyone — in the room and watching or calling in remotely — can take part. A person who disrupts a meeting in person may be removed after a warning. Under California SB 707, if a service disruption within the City’s control cuts off the public’s ability to participate remotely, the body takes no further action on agenda items and recesses for at least one hour while staff make a good-faith effort to restore access; the meeting resumes only once remote access is back.
