- Conditional Use Permit Application No. P25-00860 was filed by Jeffrey Roberts of JTR Planning and pertains to the ±5.17 acres located at 2853 S Orange Ave. The applicant proposes a Conditional Use Permit to establish a Recycling Processing Facility for crushing concrete, with the processed material to be used off-site as roadway base. In addition to the recycling operation, the applicant proposes to operate a trucking facility. The trucking operation would also accommodate the parking, maintenance, leasing, and occasional sales of trucks and heavy equipment. The project includes the addition of 40 truck parking stalls (12' x 70'), nine standard parking stalls (9' x 20'), a trash enclosure, and new fencing consisting of a 7-foot chain-link fence with slats and 6-foot wrought iron fencing. Additional improvements include new landscaping, a 255-square-foot front gate building, two new drive approaches, paving, and a 6,589-square-foot raised display area. The project also proposes removing the truck loading bay attached to Building B to accommodate five standard parking stalls, along with new building facades and small canopies for Buildings A and B. The parcel is zoned IH (Heavy Industrial).

Meeting disruption policy

Meetings are conducted so everyone — in the room and watching or calling in remotely — can take part. A person who disrupts a meeting in person may be removed after a warning. Under California SB 707, if a service disruption within the City’s control cuts off the public’s ability to participate remotely, the body takes no further action on agenda items and recesses for at least one hour while staff make a good-faith effort to restore access; the meeting resumes only once remote access is back.
