- Rezone Application No. P26-00729 is being submitted by the City of Fresno and pertains to the ±3.30 acre property located on the south side of East Barstow Avenue, west of North Fresno Street (251 East Barstow Avenue, APN: 418-060-52). The project proposes to remove conditions of zoning placed on the property that limit development of the site to 152 dwelling units, which have already been constructed on the adjacent property (Avery Apartments) under a previous entitlement. Removal of the conditions of zoning on the subject property will allow for more residential units to be constructed in the future. The applicant requests authorization to establish a ±17,444 sq ft Banquet Hall with a State of California Alcoholic Beverage Control Type 48 (On-Sale General – Public Premises. Beer, wine, distilled spirits, bars and night clubs) ABC License. The banquet hall will contain a dance floor, bar and lounge areas. The subject site is developed with streets, sidewalks, curbs, gutters, and other off site improvements. The subject parcel is zoned RMX (Regional Mixed-Use).
