- Text Amendment No. P26-01326 proposes to amend the Fresno Municipal Code. California Government Code Sections 65580-65589.11 establish the statutory framework that requires cities to adopt, update and implement a compliant Housing Element. As a requirement of State Law, the City of Fresno (Applicant) is preparing Text Amendment Application No. P26-01326 which would amend Sections 15-1002, 15-1102, 15-1502, 15-5102 and 15-6802 of the Fresno Municipal Code to permit the following: Housing developments with at least 20 percent of units affordable to lower-income households shall be permitted by right through a ministerial Zone Clearance at appropriate densities, consistent with objective development and design standards, on any nonvacant site identified in a prior housing element and a vacant site included in two or more consecutive Housing Elements, in compliance with Government Code Section 65583.2. As stated above, the City of Fresno is preparing this Text Amendment as a requirement of State Law. - Conditional Use Permit No. P26-01006 was submitted by Milton Blanco of Fresno Indoor Soccer and pertains to an existing ±27,379 square-foot building located at 5075 North Cedar Ave (APN: 418-040-57). The applicant requests authorization to establish a new State of California Alcoholic Beverage Control Type 40 (On-Sale Beer) license. The facility will operated Monday - Friday 5:30 PM - 12 AM and Saturday - Sunday 8 AM - 10 PM. Additionally, the applicant is proposing tenant improvements that includes a new 2,287 square-foot outdoor deck area and concessions area where alcohol will be sold. The facility will continue to operate primarily as an indoor soccer and recreational sports venue. The parcel is zoned CMX (Corridor Mixed Use). Meeting disruption policy

Meetings are conducted so everyone — in the room and watching or calling in remotely — can take part. A person who disrupts a meeting in person may be removed after a warning. Under California SB 707, if a service disruption within the City’s control cuts off the public’s ability to participate remotely, the body takes no further action on agenda items and recesses for at least one hour while staff make a good-faith effort to restore access; the meeting resumes only once remote access is back.
