      • aTentative Tract Map Application No. P26-01138, Pre-Zone Application No. P26-01998, and Planned Development Application No. P26-02011
      • These applications were applied by Yamabe & Horn Engineering and relate to a subject property of approximately 19.52+/- acres of vacant land (APN: 312-082-16) proposed for a 159-lot single-unit residential subdivision. The site is located outside City limits, but within the sphere of influence and will require 40.87 acres to be annexed into the City of Fresno. The area to be developed is planned for Residential Medium Density land use with a proposed zoning designation of RS-5 (Single-Unit Residential, Medium Density). Along with Annexation (P26-01986), Pre-Zone (P26-01998), and TTM applications, the project includes a Planned Development application (P26-02011) to request deviations from development standards.
      • bConditional Use Permit Application No. P26-00720
      • This application was applied by Ramiro Medina of Medina Construction Engineering on behalf of Sandeep Seghal and pertains to approximately 1.74 acres located at 1945 West Yale Avenue. The applicant requests authorization to convert an existing 15,000 square-foot warehouse into a Banquet Hall. Proposed building improvements include: new 600 square foot entry foyer and 1,474 square foot kitchen addition. Proposed site improvements include: sidewalks, drive approach, landscaping, trash enclosure, six-foot chain link rolling gate, and parking lot with 115 stalls. The proposed hours of operation: 8:00 a.m. to 1:00 a.m. (daily). The parcel is zoned IL (Light Industrial). APNs: 442-103-05 & -07.
      • cWorkshop - City of Fresno Climate Adaptation + Environmental Justice Plan (CAP-EJ)
      • The Climate Adaptation + Environmental Justice Plan proposes to identify climate-related risks—including drought, extreme heat, wildfires, flooding, and air pollution and will incorporate long-term resilience strategies into the Fresno General Plan. The Environmental Justice Element adds standards to reduce pollution exposure and environmental health risks in historically disadvantaged communities. This update is required to comply with SB 379 and SB 1000, which mandate the integration of climate adaptation and environmental justice policies into local general plans.
      • dText Amendment No. P26-02730 (Additional Housing Types in Office Zone District)
      • The City is requesting to amend Section 15-1302 of the Fresno Municipal Code (FMC) to permit single-unit dwellings (attached and detached) and duplexes on vacant or underutilized parcels in the O(Office) District. Proposed residential subdivisions will be subject to discretionary Tentative Parcel Map (Four or Fewer Parcels) or Tentative Tract Map (Five or More Parcels) review and approval. Proposed projects shall comply with the Density Standards for the RM-1 District (12-16 dwelling units per acre) and the Development Standards for the RS-5 District.
      • Any announcements or updates will be provided by the Staff Liaison for the Council District 3 Project Review Committee.
      • Unscheduled matters are items added to the agenda without the required 72-hour legal notice requirement. These items may be discussed, but official action may not be taken until legal notices are given as required by law.
      • The next meeting is scheduled for October 27, 2026, at 5:30 PM, pending availability of projects.
