    • AText Amendment Application No. P23-02808
    • Text Amendment Application No. P23-02808 was filed by the City of Fresno. The City is requesting an amendment to Fresno Municipal Code (FMC) Section 15-3314, Subsection E relating to the language relative to the required hearing date from 30 days to 45 days. • BText Amendment Application No. P23-01018
    • Text Amendment Application No. P23-01018 was filed by the City of Fresno. As a mechanism to provide additional security measures to businesses within areas where security fencing is permitted throughout the City of Fresno, many of which already included razor wire fencing, the City of Fresno (Applicant) is proposing Text Amendment P-23-01018 which would amend Section 15-2009 Security Fencing of the Fresno Municipal Code to permit razor wire in the following situations: (1) where such fencing is required by any law or regulation of the City, the State of California, the federal government, or other public agency; (2) where used to contain livestock; (3) in Commercial Districts where not visible from any street, highway, public open space, recreation area, or Residential District; (4) in Industrial Districts unless it abuts a Residential District, is located within 100 feet of a Residential District or is located within 100 feet of a park or other public open space, where it is prohibited; (5) Construction Sites as a temporary measure. This update would not only codify the ability for businesses to install razor wire fencing, but would grandfather in those businesses which already included razor wire fencing on their properties into compliance. Prior to installation, property owners are required to apply for a permit with the City. Relative Link(s): Text Amendment P23-01018 (click link) Attachments: 1. Resolution No. 2019-248 2. • CSoutheast Development Area Specific Plan
    • In 2006, the Local Agency Formation Commission (LAFCO) approved the SEDA (previously known as the Southeast Growth Area - SEGA) for incorporation into the City of Fresno's Sphere of Influence. As a result, the City was required to prepare a Specific Plan and conduct associated environmental review before allowing any development. The City initiated the process of preparing a Specific Plan for SEGA, but put it aside amidst the uncertainty of the recession in 2010. Concepts from the draft SEGA Plan were then rolled into the current Fresno General Plan that was adopted in 2014. SEDA's later time frame is reflected in the General Plan's buildout numbers, which include one third of SEDA's residential capacity (approximately 15,000 dwelling units) in order to accommodate Fresno's anticipated 2035 population. The remaining residential capacity of 30,000 dwelling units would be developed after 2035. In addition to the development of a Specific Plan, an Environmental Impact Report has also been prepared to evaluate potential environmental impacts and provide associated mitigation measures. Amendment of the General Plan and Development Code will be required to reflect the new land use and zoning designations created by the Plan, and a Public Facilities Financing Plan will accompany the Plan to present financing options. Chapters of the Specific Plan: Introduction, Urban Form, Housing Choice and Affordability, Open Space, Schools and Public Facilities, Community Farming and Agriculture, Greenhouse Gas Reduction and Conservation, Economic Opportunity, Cultural and Historic Resources. Proposed Land Use: Regional Town Center, Community Town Center, Neighborhood Town Center, Office Center, Flexible Research & Development, Mixed Residential, Neighborhood Residential, Rural Residential, Rural Cluster Residential, Institutional. Specific Plan Goals: The Plan intends to accommodate between 40,000 and 45,0000 dwelling units and between 30,000 and 37,000 jobs at buildout. Other plan goals include: fiscal responsibility, social equity, environmental sustainability, housing choice, high-quality transit service, walkable neighborhoods, parks, open space and trails, mixed-use town centers, innovative employment centers, and community farming and agriculture. Annexation: Annexation may occur phased with development, as demand warrants. Annexation typically occurs through the following five step process: 1. The Applicant and City discuss proposed annexation and determine boundaries 2. Applicant files a development plan with the City of Fresno 3. The Applicant holds a neighborhood meeting 4. The City of Fresno approves/denies initiating the annexation 5. The Local Agency Formation Commission (LAFCO) holds a public hearing to approve/deny the annexation. If annexed into the City, the existing land use on the affected parcels will remain protected under the Annexation Overlay Ordinance, as approved by the City Council on March 4, 2008, which provided standards to protect the rural residential lifestyle and permit existing, legal uses occurring on these properties. Draft Environmental Impact Report: An Environmental Impact Report was prepared for the proposed Specific Plan to evaluate potential environmental impacts and provide mitigation measures. This report evaluated the following impact areas: Aesthetics, Light and Glare, Agricultural Resources and Forestry Resources, Air Quality, Biological Resources, Cultural Resources and Tribal Cultural Resources, Energy, Geology, Soils and Seismicity, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and Housing, Public Services, Recreation, Transportation and Traffic, Utilities and Service Systems, and Wildfire. On July 14, 2023, the Draft Environmental Impact Report was released for the 45-day public comment period and made available until August 28, 2023. Approximately 152 comments were received during the public comment period. Community Outreach: During the late spring and early summer of 2022, the City of Fresno Planning and Development Department hosted a series of three in-person workshops and a listening session to let residents know that the SEDA Specific Plan was being updated and to garner their feedback. Then in July and August of 2023, the Department hosted three Summer Drop-ins and one Zoom webinar to inform residents of the opportunity to comment on the EIR. Each of the in-person events were formatted open-house style, where attendees were able to visit various stations, review the provided boards and materials and ask questions to City staff. Attendees were also provided with comment cards where they could either submit written comments at the event or take-home comment cards to provide responses at a later date. Approximately 230 residents attended the in-person events and approximately 17 residents attended the Zoom webinar.
