- At 1:00pm, the Board convened into Closed Session.
- Dan McCloskey, Board Counsel, was present and represented the Board. Karnell Grijalva, Acting Secretary Designee, was also present. Also in attendance were: Jeffrey Cardell, Director of Personnel Services, and Jennifer DeRuosi, Deputy City Attorney III.
- Meeting & participation information
  Stephanie Snyder, Deputy City Attorney III, and Deputy Police Chief Lydia Carrasco, were present on behalf of the Appointing Authority. Attorney at Law, Roger Wilson, and the Appellant were also present. At 1:03pm, following closing remarks to the Board regarding submitted Bench Briefs by the parties, the Board convened into Executive Session to deliberate the matter. At 1:48pm, the Board reconvened into Closed Session and voted on the charges as read by Karnell Grijalva, Acting Secretary Designee. The charge of violation of Fresno Municipal Code Section 3-286(a) as set forth in the Order was sustained with a 2-1 vote. The charge of violation of Fresno Municipal Code Section 3-286(b)(4) as set forth in the Order was sustained with a 2-1 vote. The charge of violation of Fresno Police Department Policy 341.2.5 Performance (f) as set forth in the Order was sustained with a 2-1 vote. The charge of violation of Fresno Police Department Policy 341.2.5 Performance (d) as set forth in the Order was sustained with a 2-1 vote. At 1:50pm, the Board reconvened into Open Session and the decisions of the Board were announced in accordance with the Brown Act.

Meeting disruption policy

Meetings are conducted so everyone — in the room and watching or calling in remotely — can take part. A person who disrupts a meeting in person may be removed after a warning. Under California SB 707, if a service disruption within the City’s control cuts off the public’s ability to participate remotely, the body takes no further action on agenda items and recesses for at least one hour while staff make a good-faith effort to restore access; the meeting resumes only once remote access is back.
