- There being no further business to come before the Board, the meeting was adjourned at 10:50am.
- Personnel Services Director, Jeff Cardell, informed the Board of upcoming new security measures that will soon take place at City Hall. More information will be forthcoming.
- Meeting & participation information
  Deputy City Attorney III, Jennifer DeRuosi, and Director of Personnel Services Department, Jeff Cardell, were present on behalf of the Appointing Authority. The Appellant and Labor Representative, Joshua Bogdanov, were also present. The Appellant requested before the Board members a continuance of the Inquiry - Director Review Applicant Disqualification. At 9:25am the Board convened into Executive Session to deliberate the matter. At 9:47am the Board reconvened into Closed Session and denied Appellant's request for a continuance. Exhibits of evidence were presented during testimony and they were filed into the record. At 10:25am, following summaries from the parties, the Board reconvened into Executive Session to deliberate the matter. At 10:48am, the Board reconvened into Closed Session and voted to Uphold the decision of the Director Review sustained with a 4-0 vote. At 10:50am, the Board reconvened into Open Session and the decisions of the Board were announced in accordance with the Brown Act.
- Deputy City Attorney III, Stephanie Snyder, was present on behalf of the Appointing Authority. Neither the Appellant nor Representative were present. Hearing on Appeal was scheduled for November 27, 2018 and November 28, 2019.
- Deputy City Attorney III, Stephanie Snyder, was present on behalf of the Appointing Authority. The Appellant was present without Representation. The Hearing on Appeal was scheduled for February 5, 2019 and February 6, 2019.
- At 9:07am the meeting convened into Closed Session.

Meeting disruption policy

Meetings are conducted so everyone — in the room and watching or calling in remotely — can take part. A person who disrupts a meeting in person may be removed after a warning. Under California SB 707, if a service disruption within the City’s control cuts off the public’s ability to participate remotely, the body takes no further action on agenda items and recesses for at least one hour while staff make a good-faith effort to restore access; the meeting resumes only once remote access is back.
